Mark R. Azman

In litigation and transactional matters, Mark Azman represents and advises school districts and public entities, focusing his practice in the areas of public sector matters, construction law and insurance coverage. Mark has handled the day-to-day litigation management of numerous large-scale Minnesota and Wisconsin public school district matters involving school safety, tort liability, employment law, and construction matters. Mark also negotiates and drafts contracts and other agreements on behalf of school districts in the fields of construction, joint enterprise, insurance, employment, and real estate. He also has defended counties, cities and townships in suits involving issues including election disputes, dram shop, employment disputes, feedlots, roads, water law, and zoning.

Shamus P. O'Meara

Shamus O'Meara is a partner at O'Meara, Leer, Wagner & Kohl, P.A. representing school districts, businesses and local governments in complex liability, construction and transactional matters. He serves as a mediator and arbitrator for construction and commercial disputes, and on the American Arbitration Association Large Case Panel for construction matters.  He presents nationally on school safety and construction topics, and has been recognized as an Attorney of the Year by Minnesota Lawyer, and a Super Lawyer by Minnesota Law & Politics for his construction and education practice.

Barry P. Kaltenbach

Mr. Kaltenbach has extensive experience negotiating and drafting construction contracts on behalf of developers and contractors.  Mr. Kaltenbach has drafted contracts ranging from simple, stand-alone construction contracts to modular, design-build packages for campus redevelopment.  Mr. Kaltenbach has also litigated construction disputes arising from varied projects throughout the country, ranging from a natural gas pipelines and highway interchanges in the Midwest to water purification facilities on the East Coast.  Mr. Kaltenbach has advocated for his clients in both state and federal courts and through mediation and arbitration.

Cheryl H. Burstein

Cheryl is a partner who specializes in complex commercial litigation with a concentration in construction related litigation and arbitration. In addition to litigation, she has extensive experience representing construction clients in all phases of the project, from negotiating and drafting contracts and other project documentation to addressing issues as they arise during construction to post construction dispute resolution. She is well versed in construction lien law for both public and private projects. Cheryl consistently achieves successful outcomes for her clients; she recently obtained a multimillion dollar judgment for a construction client after a more than 5 year arbitration. Cheryl's expertise in construction law is complemented by her rich background and extensive experience in employment litigation and counseling, title litigation, banking and securities litigation at other regional and major national law firms.
