Anne Martorano Shultz is Of Counsel in Greenberg Glusker’s Environmental Group. She has extensive experience in environmental law and regulatory compliance.

Anne has developed a robust expertise in air quality regulations, representing private industry and public entity clients in complex legal matters. She also has significant experience with all aspects of contaminated sites, including due diligence, hazardous release reporting and remedial requirements, along with Proposition 65 compliance and litigation.

At the outset of her legal career, Anne played a pivotal role in the defense and prosecution of CERCLA cost recovery actions, including trial and appellate work. Her environmental compliance work included assistance in the remediation of contaminated properties and advising clients in all aspects of compliance with hazardous materials laws and regulations.

Anne later focused her practice on air quality compliance. She counseled a wide range of clients on compliance with air quality regulations, assisted in the South Coast Air Quality Management District’s (SCAQMD) rule-making process, and represented clients in numerous variance proceedings. Her experience includes navigating permit and compliance plan appeals and advising on environmental due diligence in the context of mergers and acquisitions. She has also provided critical counsel on Proposition 65 compliance and litigation.

Anne was later appointed as the Principal Deputy District Prosecutor at the SCAQMD. In this capacity, she was instrumental in the management of the Prosecutor’s Office, assisting the Chief Prosecutor with daily operations, and advising on consequential variance and abatement cases. Her responsibilities also included representing the office in public hearings, participating in essential rule-making discussions, and providing strategic advice on anticipated rule changes. Anne’s ability to synthesize complex information and present it effectively to stakeholders was a hallmark of her tenure at the SCAQMD.
